为推动和促进江苏体育事业发展，承办中华人民共和国第十届全国运动会（2005年），加快省会城市南京现代化建设步伐，经省人民政府批准，在南京主城西部中心地区建设南京龙江体育中心和南京城市副中心。体育中心坐落在城市副中心区域内。体育中心规划设计方案和城市副中心规划方案一道进行。体育中心由江苏省国有资产经营（控股）有限公司承建。现征集国内外规划、建筑设计单位参加体育中心规划及建筑设计方案与城市副中心规划方案投标。

一、 建设地点及规模
城市副中心和体育中心拟建于南京市主城西部中心地区，占地190.66公顷，其中体育中心占地66.66公顷。建筑面积约17.4万平方米，其余为城市副中心规划用地。

二、 现有环境条件
该地块东部有已建成的80米宽城市景观大道，南北边上有规划的60米宽交通干线，交通干线外侧有已建成的新房民小区。西边紧靠长江边。

三、 方案规划内容
（一） 体育中心，对体育中心用地进行总体规划和单体建筑（二场二馆）的概念设计。
（二） 城市副中心：对城市副中心用地进行总体规划设计。

四、 招标办法
在对国内外设计单位进行广泛征集报名的基础上，经过初选选择若干家设计单位（境外和国内各4家以上）参加方案投标。业主组织专家评选委员会进行评审，选出一、二、三等奖获奖方案，送江苏省政府研究决定中选方案。凡参加投标单位均有保本的成本费，获奖的另计。

五、 其他
1、 报名时间：2001年7月20日至8月5日；
2、 在2001年8月10日前通过预审，决定参加投标单位；
3、 报名时请将有关资质及近年来业绩附上（主要指体育场馆及大型公共设施建筑的设计业绩）；

Invitation for Bids Planning & Design Plan of Nanjing Longjiang Sports, Centre & Planning Plan of Second downtown of Nanjing


Approved by the People\'s Government of Jiangsu province, Nanjing Longjiang Sports Centre and Second downtown of Nanjing are going to be constructed in the central area of the western part of the city in order to push forward and promote the development of sports activities in Jiangsu Province, undertake the Tenth National Games of the people\'s Republic of China (2005) and speed up the modernization of Nanjing _ the provincial capital. The sports centre will be located within the subcentre. The planning and design plan for sports centre and planning plan for subcenter shall be worked out at the same time. The sports centre is to be constructed by Jiangsu State-owned Assets Operation (Holdings) Co., Ltd., Domestic and overseas planning institutes and architectural design institutes are invited to bid for the planning and architectural design plan for Nanjing Longjiang Sports Centre and the planning plan for Second downtown of Nanjing.

1. Location and Scale
The city sub-centre and sports centre are planned to be built in the central area of the western part of the city. Occupying a land of 190.66 hectares, of which, the sports centre occupies 66.66 hectares with the floor area around 174,000 m2 , and the rest is planned to be used for the sub-centre.

2. Existing Environment Conditions
The land is bounded on the east by an existing 80m wide landscape express way, on the south and north by 60m wide trunk traffic lines planned to be constructed and adjacent to the Changjiang River on the west.

3. Items included in the plan
1) Sports centre: Overall land planning and conceptual design for the individual buildings and structures (two sports fields and two gymnasiums).
2) City sub-centre; Overall planning and design

4. Method of the Bidding
Several design units (4 units from abroad and 4 in China) will be chosen as eligible bidders based on preliminary qualification after receiving applications for enlisting from design units overseas and in China. A specialist examination & appralsal panel organized by the owner shall examine and appraise the submitted plans and select the rewarded plans as first prize winner, second prize winner and third prize winner, which shall be submitted to the provincial government for their final decision on the winning plan. All the institutes chosen as bidding units shall be paid to reimburse the cost incurred to the preparation of plan in addition to the rewards for different prize winners.
