Technical Document for the International Consulting Competition of Designing Overall Planning & Regional Regulatory Detailed Planning for Tangshan Nanhu Eco- City

Ⅰ. Background of the Project

      Tangshan positions in the northeast of Hebei Province with Yanshan Mountain to its north, Bohai Sea to the south neighboring Qinhuangdao to the east and Beijing & Tianjin to the west. It covers a total area of 13,472 km2 with a population of 7.06 million, has a shoreline of 196.5 km and the area of tidal flat is 830 km2. It is part of the north China Plain. Tangshan, a resource- based industrial city with a history of over one hundred years is called the Cradle of Chinese Modern Industries because the first large- scaled coal mine in modern China, the first standard- gauge railway line, the first pack of cement and the first sanitary ceramic ware of China were all built or made in Tangshan. The scale of the central part of Tangshan is from the southeast of the city to the north along with the Douhe River where the capital culture, the historical culture and the modern industrial culture have been melted. Nearly 80% of the productive buildings and 94% of the living buildings had been ruined or badly destroyed in the big earthquake happened on July 28th, 1976. Also lots of existed historical places and buildings were razed to the ground and the area of  ground subsidence caused by coal mining with a history of more than 100 years reached at 100 km2 at that time. With 30- year restoration and construction, the layout of downtown area has formed a chessboard pattern. The city was awarded the “Habitat Scroll of Honor” by the United Nations in 1990 and “National Garden City” in 2003. By the carrying out of large- scaled eco- engineering, 150 hectare coal mine subsidence positioned 2 kilometers away to the south of the downtown areas had been changed into an eco- garden named Nanhu Park, and was awarded Dubai International Reward for Best Practices to Improve the Living Environment by the United Nations in 2004. 

      In recent years, with the promulgation of the macroeconomic policy and the national regional development strategy, Tangshan plays a more and more important role in the Beijing- Tianjin- Tangshan urban agglomeration. It faces the chance of economic transition and development relying on Caofeidian Port. Molding urban identity, improving city images, developing the city from regional views have become the main direction for the future development of Tangshan. Tangshan Municipal Committee of CPC and Tangshan Municipal People’s Government proposed to develop Tangshan into a city of happiness for the people under guidance of the principle of building a demonstrative region of scientific development through opening up and reform; To build Tangshan into a new coastal city with thick cultural atmosphere, with great economic strength and a city which is comfortable to live in; To construct “Four Major Function Areas” include Nanhu Eco- park Function Area, Caofeidian Eco-City Function Area, Airport Town Function Area and Phoenix Town Function Area and to form a construction pattern of “Four Spots and One Corridor” which means the economic corridor composed by Caofeidian New Area, Laoting New Area, Fengnan Coastal Industrial Zone and Luhan Economic & Technological Development Zone. 

      In order to deeply implement the instructions proposed by Tangshan Municipal Committee of CPC and Tangshan Municipal People’s Government and to construct Nanhu Eco- City as the model in rebuilding the old town area, and the example in transferring the resource- oriented city into an eco- city, the International Consulting Competition of Designing Overall Planning & Regional Regulatory Detailed Planning for Tangshan Nanhu Eco-City is going to be held. Based on the eco- restoration, excavatation of the cultural heritage, landscape planting and enlargement of the lake surface, Nanhu Eco- City will become a recreational resort, a cultural creativity garden and a national wetland park. It will surely promote the development of garden real estate and urban structure.

Ⅱ. Review of the Preliminary work and the Conclusion

      Nanhu Eco- City is next to the southern part of the downtown area of Tangshan. It includes the Southeast Area, the Southwest Area, Fengnan Area and the Area to the south of 205 national Highway.

      In 1994, comprehensive improvement focused on landscape planting in mining subsidence area, sanitary landfill, and wasteland was strengthened in former Nanhu Area, and Nanhu Park was set up at that time.

      In 2003, taking the chance of the structural transformation of the city, Tangshan Planning Bureau organized the Research on the Development Policy of the New Nanhu Area.

      In July, 2004, Tangshan Planning Bureau organized the evaluation of the overall planning of comprehensive utility of the mining area in the range of 28 kilometers of Nanhu. The main conclusion was that surface subsidence had a big effect on the whole planning area of Nanhu and the deepest reached at 11 meters. Construction work could only be carried out in the south and southwest of coal pillars and the west of the coalfield of Zengsheng Coalmine. Waterlogged area caused by mining coal collapse could not do any construction work. 

      From July, 2004 to January, 2006, Tangshan Planning Bureau organized public biding for the Urban Design Plan for Nanhu Area, and Latz Partner Landschafts archi tekten Planer from Germany completed the plan. The plan said an Eco- no- man- land will be arranged to the south of the mining subsidence area; the improving plan for river system and soil in Nanhu Area; the improving plan and schedule for the sanitary landfill, the ash fields and coal gangue field which destroyed the environment badly. The design that based on the function of ecological restoration, city function improvement, and historical heritage protection, planned to develop Nanhu Area in a scientific and appropriate way. 

      In 2005, Tangshan Planning Bureau decided the scope of the Southeast Area. Its function focused on residence, trade of agricultural products and manufactured goods for daily use and business service provided by small & medium sized companies.

      In 2007, in accordance with instructions of Tangshan Municipal Committee of CPC and Tangshan Municipal People’s Government, Tangshan Planning Bureau planned the 28- square- kilometer center part of Nanhu Eco- City. It is planned as the green area of the city, a multi-functional area combining natural scenery,  historical culture and modern civilization, and a model of the environment – friendly and social- harmoniously city. The Research on Renewal Tactics for the Surrounding Area of Nanxin Road was finished at the same time.

      In 2007, Tangshan Planning Bureau completed the Regional Regulatory Detailed Planning for the 6.1- square- kilometer Southwest Area. It had Nanxin Road and Youyi Road to the north, Tangxu Road to the south, Xueyuan Road to the east and Qinglong Road to the west. The land was developed according to primary developing mode and the houses in poor condition will be removed. The total construction area was 8.1 million square meters. The area for business and public service facilities use is 15% of the total area, and the rest 6.88 million square kilometers would be used for residence which could hold 57,000 families (170,000 people) to live in.

      In 2007, Tangshan Municipal Committee of CPC and Tangshan Municipal People’s Government decided to name the center part of Nanhu Area Nanhu Eco- scenic spot. And the 91- square- kilometer Nanhu Eco- City would consist by the center part and its surrounding areas.

      In September, 2007, Tangshan Seismological Bureau completed the seismic micro- zoning report of Nanhu Eco- City. 

      In December, 2007, Tangshan Land and Resources Bureau completed the geological hazard risk assessment of Nanhu Eco- City. 

      In April, 2008, Tangshan Municipal People’s Government and Kailuan Group reached a preliminary agreement on adjustment of the mining plan in Nanhu Area. So a new geological hazard risk assessment will be needed and the planned layout will also be adjusted in accordance with the development of the economy and society of Tangshan.

Ⅲ. Name of the Project and the Planning Area

      3.1  Name of the Project: the International Consulting Competition of Designing Overall Planning & Regional Regulatory Detailed Planning for Tangshan Nanhu Eco- City

      3.2   The Planning Area:  The planning area is about 91km2. The land for construction use is under the jurisdiction of four administrative regions—Lunan District, Lubei District, Kaiping District and Fengnan District. The design should include Nanhu ecological scenic spot of 28 kilometers, the Southwest Area of about 10 kilometers, the Southeast Area of about 12.21 kilometers, Fengnan Area should adjust the industrial structure, and relocate the iron& steel factories, and the Area to the south of 205 National Highway should be the prospected developing area. (See the attached drawing).

Ⅳ. Principle of the Planning & Design

      4.1  It should meet the Overall Urban Planning of Tangshan

      4.2  It should be improved and completed based on the existed plan

      4.3  It should combine the social profit, economic profit and ecological profit together, and should have an overall consideration of its functions, industries, architecture, spatial structure, traffic, landscape, eco- protection and historical heritage. 

      4.4  Originality should be represented in architecture and design. The overall spatial layout and the landscape should accord with the characteristic of the Area.

      4.5  The plan should be practical based on the consideration of the existed situation.

      6.3  The Final Work
            6.3.1  The competitors should submitted 10 pieces of design plan book all represented on A3- sized paper. All the introductory and drawings should be contained in the books (can be reduced in scale)
            6.3.2  Choose the drawing which can best express the originality of the design to be the show work. The work should be printed on the colored planned drawing and be stuck on the cardboard. All the cardboard should be uniform and the amount should not be less than 30. 
            6.3.3  The competitors should submitted all the design work (Microsoft Word for captions and Auto CAD R14 for drawings), effect drawings and 3D demonstration disk for the plan. A 30- minute Demo Documents should be produced using Microsoft PowerPoint (with commentary).

Ⅶ. Cost for the Planning & Design

      7.1 Tangshan Nanhu Eco- City Administrative Committee offers 60,000 USD for the competition.

      7.2 Any unit that wins the first prize will have the right to modify and complete the Designing Overall Planning of Nanhu Eco- City, and 60,000 USD will be offered as the cost of design.

      7.3 Any unit that wins the first prize will receive precedence to complete the Regional Regulatory Detailed Planning of the Southwest Area, the Southeast Area, and Nanhu ecological scenic spot

Ⅷ. Requirement for the Competitors

      Planning institutions that had achieved A grade or relative qualification

Ⅸ. Necessary Materials & Certificates 

      9.1  Copies of the Qualification Certificate and Business License, each for one

      9.2  Brief introduction of the institute and the project director; Materials that can prove the capacity of the institute or the project director

      9.3  Power of Attorney and Business License will be needed when a company entered for the competition, both origins and copies ( with the stamp and signature)

Ⅹ. Procedure & Regulation of the Competition

      10.1  Tangshan Nanhu Eco- City Administrative Committee will organize experts to vet the qualification of the competitors and three of them will be chosen as the final competitors. If the institutions or companies receive the invitation and confirm to be the final competitors, a letter of confirmation should be submitted in the form of fax in 5 days after receiving the invitation. 

      10.2  The design compensation fee is 60,000 USD for each final competitor. Any design project that is declared unqualified will get none or some of the fee.

      10.3  The institution or company who win the first prize should finish the following work in principle, and the charge will be decided later. If the winner do not continue the following work for some other reason, the organizer will entrust another qualified institution or company. 

      10.4  The jury composed by experts will choose the qualified design project.

      10.5  Arrangement of the submitted design work & materials and the copyright of a commissioned work
            10.5.1  The submitted design work & materials will not be returned.
            10.5.2  The competitors will be responsible for the accommodation.
            10.5.3  The work signature right belongs to the competitors, and another copyright belongs to Tangshan Urban Planning Bureau.
            10.5.4   The right of final interpretation belongs to the sponsor.

Ⅺ. Time Arrangement, address and other related issues of the Competition

      Date for registration:  April 29th, 2008--- May 7th, 2008
      Date for Bid Opening:  May, 9th, 2008
      Date for the Competition: May, 9th, 2008--- June 30th, 2008
      Date for submitting the Design Work:  The competitors should submit the design work to Tangshan Nanhu Eco- City Administrative Committee ( Add: NO. 80, Xueyuan Road, Tangshan) before 4:00 pm on June 30th, 2008. Any work that submitted after the date and time will be considered as giving up and will not attended the competition.
